On the 25th of June 2010, the Flemish government approved the decree concerning the policy and management cycle for communities, provinces and public social welfare centres (CPAS/OCMW).  This decree contains besides financial aspects of good management also more content driven aspects like strategical and operational objectives, action plans and actions in order to allocate financial means with the sole purpose of supporting and achieving the global policy set out by the government/administration.

All local governments (provinces, communities and public social welfare centres) must comply with this new decree by  the first of January 2014 at the latest.  At the beginning of 2011 already more than 40 governments have agreed to start the implementation of this decree sooner in order to be compliant as of the first of January 2012.
